this policy?
At the state level
of analysis the failure of the bureaucratic structure to secure the borders.
There are 12 separate government agencies that have involvement in, or
responsibility for, the security of our borders, yet the boats still kept
coming.

level the inability of the Labour government and their leaders to find a
workable solution to the problem of people smuggling and security at the
borders.
