The PNG APEC debate

We have watched two different videos relating to the topic for this week. One talked about APEC and the possibility of it becoming one of the hottest regional organization in this century. The other talked about the staging of the APEC leaders summit focusing on the competition between Australia and China.

I would like you to discuss and present your argument in relation to the proposition for this week in our next class. The proposition is:
"The PNG government should spend more money to develop various facilities in Port Moresby that will be used for the APEC leaders meeting in November 2018."
In order to argue constructively, you will need to first understand APEC as a regional bloc. The APEC website is informational. Also, we have in our reading folder, on our unit website, the required readings for this week (week 6).

I would like to argue for the proposition. The PNG government with the help of its partners like Australia and China should continue to build various facilities in Port Moresby in preparation for the APEC leaders summit in November.

In the Plaid Avenger video on APEC, we saw how the presenter highlighted the importance of APEC. He gave very interesting statistics to support his argument. One notable statistic that he gave was in relations to GDP. He said the 21 economies make up 55% of the world's GDP. Furthermore, he said 44% of world trade occurs between this member economies.



The presenter also talked about how the Atlantic ocean use to be the super highway for trade and economic activities in the past. He then compared this historical phenomenon to the Pacific ocean today and made the statement that we are in the Pacific century.

As such, I see this as an opportunity for PNG. In reference to Minister Tkatchenko's statement in the Al Jazeera clip, our location is strategic. Thus we should continue to play both Australia and China with the intention of gaining more from both.

The opportunity cost of developing infrastructure for the APEC meeting in Port Moresby is the shift away from other development initiatives in other parts of the country. In other words, as a developing country, we cannot afford to balance the level of infrastructure development happening in one part of the country with other parts of the country.   

We should focus on turning Port Moresby into a hub for business with world class facilities for the APEC meetings. Once the capital city is developed to that level then eventually other centers will slowly develop and the need for road links to tap into the opportunities available in our metropolis will grow.

Apart from the location of the country and the city of Port Moresby. APEC's pillar 3 makes the organization important to PNG. The pillar of economic and technical cooperation is important to women in business and our small to medium enterprise sector.

Capacity building projects in this 2 important sectors will help grow the economy of this country. Our women folk and SME owners will participate in the growth of the economy when they are exposed to the array of visitors who will travel in and out of the country for the various APEC meetings leading up to major leaders meeting in November.

Thus, it is vital that we build up the necessary facilities to cater for our visitors. Also, let us not forget that once the meeting is over the infrastructure development will be used by citizens of this country, just like the Pacific games facilities. The Prime Minster said the building at Ela beach will be turned into a world class museum

To conclude, the staging of this round of APEC meetings in PNG is timely. It will put the country on the map and expose our business men and women to opportunities that lie within the APEC bloc.
